Part of the reason for the windfall was NSF\u2019s large backlog of unfunded but highly ranked proposals\u2014something that complemented the stimulus act\u2019s emphasis on \u201cshovel-ready\u201d projects.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"color: #000000\">But as scientists are getting to work, Senators Coburn (R-OK) and McCain (R-AZ) have been heading up an effort to identify instances of \u201cwasteful spending\u201d in the ARRA, highlighting their objections first in <\/span><a href=\"http:\/\/coburn.senate.gov\/public\/index.cfm?FuseAction=Files.View&amp;FileStore_id=59af3ebd-7bf9-4933-8279-8091b533464f\" target=\"_blank\" rel=\"noopener noreferrer\"><em><span style=\"color: #000000\">100 Stimulus Projects: A Second Opinion<\/span><\/em><\/a><span style=\"color: #000000\">, which they worked with the Obama Administration to address, and more recently in their <\/span><a href=\"http:\/\/coburn.senate.gov\/public\/index.cfm?FuseAction=Files.View&amp;FileStore_id=a28a4590-10ac-4dc1-bd97-df57b39ed872\" target=\"_blank\" rel=\"noopener noreferrer\"><em><span style=\"color: #000000\">Stimulus Checkup<\/span><\/em><\/a><span style=\"color: #000000\">. According to the report,\u00a0\u00a0<\/span><\/p>\n<blockquote><p><span style=\"color: #000000\">billions of dollars of stimulus funding have been wasted, mismanaged, or directed towards silly and shortsighted projects. Many projects may not produce the types of jobs that most Americans had hoped for or expected.\u00a0\u00a0<\/span><\/p><\/blockquote>\n<p><span style=\"color: #000000\">The follow-up report pointed to another 100 ARRA-funded projects; David Inouye\u2019s <\/span><a href=\"http:\/\/www.nsf.gov\/awardsearch\/showAward.do?AwardNumber=0922080\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: #000000\">NSF grant<\/span><\/a><span style=\"color: #000000\"> to study the response of alpine wildflowers to climate change was #35. He wasn\u2019t the only scientist targeted\u2014 funding for <\/span><a href=\"http:\/\/nsf.gov\/awardsearch\/showAward.do?AwardNumber=0845116\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: #000000\">honeybee research<\/span><\/a><span style=\"color: #000000\">, <\/span><a href=\"http:\/\/www.cityofalbany.net\/finance\/bids\/fulldocs\/WWTP-08-2_Wetlands_Treatment_Project\/3-Predesign%20Report%20-%20Talking%20Water%20Gardens%20Mar09%20WWTP-08-02.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: #000000\">wetland-facilitated improvements to water quality<\/span><\/a><span style=\"color: #000000\">, and the <\/span><a href=\"http:\/\/www.nsf.gov\/awardsearch\/showAward.do?AwardNumber=0851933\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: #000000\">Research Experience for Undergraduates program<\/span><\/a><span style=\"color: #000000\">, appeared alongside grants for puppet shows and bar renovations as examples of fiscal irresponsibility. Ten percent of the projects listed in the senators\u2019 report were funded through NSF; many more through science initiatives at other federal agencies like the National Oceanic and Atmospheric Administration.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"color: #000000\">Given the strong emphasis on transparency for ARRA grants, this kind of watchdog work is important. But the disproportionate focus on basic research indicates not wasteful spending, but rather a lack of appreciation for the scientific process. \u00a0And this misconception is only exacerbated by the mocking tone with which the studies are described by critical lawmakers and members of the media. Fox News political commentator Sean Hannity followed up on both reports, using his show to offer an at-times humorous <\/span><a href=\"http:\/\/hannity.blogs.foxnews.com\/2010\/03\/08\/the-waste-102-countdown-starts-tonight\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: #000000\">account<\/span><\/a><span style=\"color: #000000\"> of the \u201cworst ways the government is spending your tax dollars.\u201d \u00a0The <em>Stimulus Checkup<\/em> itself, which referred to Inouye\u2019s study as a \u201cStudy of Wildflowers in a Ghost Town,\u201d introduced a <\/span><a href=\"http:\/\/www.nsf.gov\/awardsearch\/showAward.do?AwardNumber=0843673\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: #000000\">study<\/span><\/a><span style=\"color: #000000\"> of bi-parental care in birds as follows:\u00a0\u00a0<\/span><\/p>\n<blockquote>\n<p style=\"padding-left: 30px\"><span style=\"color: #000000\">All we need to know, we learned in kindergarten \u2013 but a good dose of stimulus money can be a helpful reminder.
